Divisions of the EC
Divisions within the Electoral Commission
 
ELECTIONS DEPARTMENT

The Department is headed by a Director and is responsible for the following:

  1. Preparation of the voters register.
  2. Issuance of Voter ID Cards.
  3. Planning, conduct and supervision of all elections and referenda, demarcation of constituencies and other electoral boundaries.
  4. Conducting investigation into maters relating to the creation of districts.
  5.  Co-ordinating all election-related activities to ensure the meaningful participation of all departments.

The department has three (3) main sections namely; Delimitation, Elections and Registration.

 
TRAINING DEPARTMENT

The Department is headed by a Director, and is responsible for expanding the knowledge and capacity of the Commission’s Human Resource, developing and delivering training programmes for the two major segments of the human resources of the Commission i.e. permanent and temporary.

 

The design of programmes and training of permanent staff of the Commission is done in collaboration with Human Resource and General Services Department which has traditional responsibility of staff training and development. The Training Department concentrates on the design and development of appropriate materials and programmes for the large numbers of temporary personnel recruited for all election related activities.

The Department also has oversight responsibility for the Training Centre in Kumasi.

 
RESEARCH, MONITORING AND EVALUATION DEPARTMENT

The Department is headed by a Director and is responsible for the following:

  1.  Assessing the effectiveness of the Commission’s programmes by analyzing their strengths and weaknesses.
  2. Monitoring the implementation of Commission’s programmes both during the implementation and post-implementation period.
  3. Investigating complaints about the Commission’s activities.

The Department has three (3) main units, namely, Research, Monitoring and Evaluation.

 
FINANCE & ADMINISTRATION DIVISION
 
FINANCE DEPARTMENT

The Department is headed by a Director and is responsible for the preparation of the Commission’s budget and the management of funds released by the Ministry of Finance and Economic Planning to the Commission for its day-to-day running and operational activities.

The Department has three (3) main sections, namely; Accounts; Procurement and Stores/ Supply.

The Accounts Unit is responsible for the financial accounting of financial transactions entered into by the Commission. The section also prepares the Commission’s budget, financial statement and annual expenditure returns.

The Procurement section is responsible for the procurement of bulk purchases. This is done in accordance with the Procurement Act 2003 (Act 663).

The Stores/Supply section is responsible for the storage and distribution of all materials procured by the procurement section.

 
HUMAN RESOURCE AND GENERAL SERVICES DEPARTMENT

The Department is headed by a Director and is responsible for staff recruitment, postings, welfare, discipline, training and development, performance appraisal, promotion, personal records and salary administration. It is also responsible for official correspondence and organizing the Commission’s meetings.

The Department also has oversight responsibility over the secretariat of the Chairman and the two (2) Deputy Chairmen.

It has the following sections under it:

(c) Mechanical Workshop              (f) Confidential Registry
 
 
INFORMATION TECHNOLOGY DEPARTMENT

The Department is headed by a Director who is an Information Technology expert. It is a part of the Finance and Administration Division.

However, as a utility department, it supports the Operations Division. Its major responsibilities include:

  1. Computer preparation, storage and retrieval of data on the voters’ register, constituencies, electoral areas, polling stations etc.
  2. Statistical analysis of election data. 
  3. Keeping the nominal roll of the Commission’s personnel.
  4. Preparation of payroll.

The Department has three (3) major sections, namely;

  •  Systems Development
  • Data Processing, i.e. data Control, Entry and Computer Operations.
  • Technical Support
 
PUBLIC AFFAIRS DEPARTMENT

The Department is headed by a Director who reports directly to the Chairman of the Commission. It undertakes public relations and public education functions of the Commission through the following:

(a)  Building confidence and trust in the electoral system.

(b) Making the electorate knowledgeable about their rights and responsibilities as voters.

(c) Disseminating information to the public and media houses.

(d) Planning programmes to project the corporate image of the Commission in order to establish good relationship with both internal        and external publics of the Commission.

(e) Maintaining an interactive liaison between the Commission and the political parties and other stakeholders.

The Department has three (3) main units as follows:
  • Internal Relations Unit
  • External Relations Unit
  •  Protocol
 


INTERNAL AUDIT
FINANCE/ RESOURCE CONTROL
 

The Internal Audit is headed by an Internal Auditor and reports directly to the Chairman of the Commission. It is responsible for:

  1. Pre-auditing all financial transactions of the Commission
  2. Assessing the Commission’s internal control procedures in respect of accounting for finances, storage of equipment and materials and other assets of the Commission.
